In a medium bowl beat together the cream cheese and sour cream until smooth. Add the lime juice.
In a food processor, pulse together the dried shrimp and the cream cheese mixture.
Return to the bowl and stir in the Garlic Powder, Nutmeg and Parsley. Add the red pepper flakes and black pepper to taste. Refrigerate for one hour before serving.
Garnish with red pepper flakes and parsley.
Keep chilled. Serve with crackers or pita chips.
To use as a spread, minus the sour cream.
You can soak the dried Shrimp in a little milk over night to tone down the heat.
